Request for Expressions of Interest (EOI) for an Individual Consultant
Manager for Zimbabwe Multi-Donor Trust Fund
The African Development Bank (AfDB) was in 2010 requested by a group of donors willing to
establish and administer a Multi-Donor Trust Fund for Zimbabwe (the “MTDF” or “ZimFund”).
ZimFund projects, which are in water and sanitation and power rehabilitation, have been financed
by contributing donors. The projects are implemented in two phases, with phase 1 projects
completed while phase 2 projects are ongoing.
In order to facilitate and coordinate implementation of ZimFund activities, the Bank established a
Multi-Donor Trust Fund Management Unit (MMU), which is based in Harare, Zimbabwe. The
MMU is responsible for the collection and quality control of specific project proposals as
submitted by the implementing entities and the Government of Zimbabwe to be financed by the
ZimFund as well as for the appraisal and processing of such projects. The MMU provides the
Project Oversight Committee (POC), comprising contributing donors and Zimbabwe Government
representatives, with operational and financial information on the ZimFund as and when necessary,
to facilitate the discussion and decisions of the POC. The MMU also acts as the Secretariat to the
POC. The operational and administrative functions of the MMU are directed by the ZimFund
The Bank is, therefore seeking an experienced individual to be the Manager of the Zimbabwe
Multi-Donor Trust Fund Management (MMU) based in Harare, Zimbabwe.
The contract is expected to be for a period of one (1) year, starting from 01 May 2016, with
possibility of extension based on good performance and continuation of the fund.
The consultant’s work will cover:
 Administrative and operational duties;
 Management of the ZimFund staff in line with the Framework agreed with donors and the
Operations Manual of the Fund;
 Liaise with ZimFund donors (existing and potential);
 Liaise with relevant Bank’s sector departments.
 Ensure timely reporting to Donors, Government and the Bank as agreed in the Framework
Agreement; and
 Communicate as appropriate with Government;
The suitable candidate will be able to demonstrate:
 A Masters in a relevant development discipline.
 A minimum of 15 years of relevant professional experience in project administration, human
resources and financial management either within the Bank, with a similar development
institution, or in the private sector.
 Strong record of working effectively across institutional boundaries and for resolving
differences by determining needs and forgoing solutions that benefit all parties.
 Strong team player that collaborates with others in other Units and across boundaries
acknowledges others’ contributions works effectively with individuals of different culture
and gender, and willing to seek help as needed.
 Rigorous, results-oriented individual, with strong analytical skills and sound business
 Strong communicator (both verbally and in writing), with proven report writing skills, able
to communicate and write effectively in English and/ or French, with good working
knowledge of other languages.
 Strong competence in the use of Bank standard software (Word, Excel, Access,

The information provided by the consultants will be used to prepare a short list of
consultants who will then be requested to submit proposals.
Expressions of interest comprising curriculum vitae and copies of relevant certificates must be
delivered to the address below by 7th March 2016 by 15.00 hrs and mention “Manager –
Zimbabwe Multi-Donor Trust Fund”. Submission of the EOI by e-mail is acceptable provided
it is received on or before the deadline given above.
