Call for renewal of International Joint Laboratories

1. Evaluation framework
The IRD is launching the 2016 evaluation process for the International Joint Laboratories (LMI). The LMI concerned
by this evaluation are the ones completing their first phase in 2016, as well as three additional project listed below
(cf. part 2). The evaluation will consider the specificity of the project but also the needs and expectations of the LMI
partners for a possible renewal.
The report on the first phase shall present the results stating for the quality of research, teaching and training activities
implemented during the project. The renewal of the LMI will depend on the project capacity to succeed in building a
reference research center with national and international recognition for its research(s) thematic(s) (for more details
please refer to the annexes).
The evaluation will be conducted through a process agreed amongst LMI founding partners. The process should
allow to assess, besides the LMI scientific activities, its added value in terms of:
- scientific cooperation between partners,
- its international outreach,
- potential for developing innovating projects,
- its problem solving capacities, and beyond, its contribution to a long term mobilisation of a scientific
community on integrating research issues
This evaluation will be based on (1) the founding document of the IJL (project proposal, partners agreement, etc.),
(2) End of project report “activities and prospective report” compiled by the LMI co-directors and teams, 3) as well as
interviews of all stakeholders of the project.
When the results of the first phase and the prospective identified to contribute to the completion of a reference
research center would be positively assess, a financial support could be granted for 3 additional years (or 5 years
eventually if considered necessary for the long term objective). At the end of this second phase the LMI should
demonstrate its capacity to secure funding and human resources, as well as, the viability of its governance project
formalised between founding partners.
2. Implementation and List of Projects concerned
The evaluation criteria and the implementation plan will be defined with the partners’ institutions, with the support of
IRD’s Representatives in the related countries, and will be communicated to the LMI co-directors by the IRD
evaluation department.
