Municipality of Pontiac stops an illegal and contaminated fill on agricultural
land
MUNICIPALITY OF PONTIAC — On May 31, 2016, following a routine patrol, the urban planning
department intervened to stop a large-scale illegal landfill on agricultural land located on SmithLeonard road.
It appears that the property owner has endeavoured to build a road over one kilometer long with
crushed building materials and other contaminated materials. The large-scale operation involved two
enterprises from outside of the municipality mobilizing a half-dozen dump trucks.
Promptly the Municipality of Pontiac issued a cease work order and reported the situation to the
ministère du Développement durable, de l'Environnement et de la Lutte contre les changements
climatiques (MDDELCC) and to the Commission de protection du territoire agricole du Québec
(CPTAQ) to ensure that work permanently ceases, that the land be restored and that offenders are
fined. Since then the MDDELCC confirmed that they would take all necessary measures against the
offenders.
For Mayor Roger Larose, it is important that businesses involved in this case are held accountable for
their action, "Some unscrupulous companies seem to have become accustomed to getting rid of their
waste in rural areas. For our part, at the Municipality of Pontiac, we want to send a clear message:
this kind of practice is not acceptable. We will ensure that all parties involved are prosecuted. "
It's worth noting that in April, the municipal Council began the process of amending its by-law to
govern soil excavation and cut and fill operations within the territory of the Municipality of Pontiac.
Under this regulation, any fill activity will be subject to standards on the quality of materials
predetermined by the ministère du Développement durable, de l'Environnement et de la Lutte
contre les changements climatiques, and must receive prior authorization by the Municipality.
